LDI Senior Fellow Mark Pauly's role in originally devising the "individual mandate" for a national health insurance program is highlighted in a Washington Post article. The article points out that the mandate evolved out of conservative economists' efforts to counter government-sponsored universal health coverage. Ironically, Congressional conservatives adopted and embraced the concept they would later come to rail against when it was incorporated into the Obama health care reform law. Pauly is Professor of Health Care Management at The Wharton School.
