Ezekiel Emanuel, Philadelphia Inquirer, Health Care 'Smart Cards'
LDI Senior Fellow Ezekiel Emanuel is featured in a Philadelphia Inquirer article about how the universal use of a "smart card" payment system has streamlined the French health care system. Emanuel points out that about 7% U.S. health care spending "pays for the legions employed by doctors and hospitals to fill out billing forms, keep records, apply for credentials and perform the myriad other administrative functions associated with health care." The French system has centralized and digitized all these functions into a single system whose card is used at every doctor's visit, prescription pickup and all other interactions with the health care system. Emanuel, PhD, MD, MSc, is Penn's Vice Provost for Global Initiatives, Chair of the Department of Medical Ethics and Health Policy.
