William Maul Measey Professor, Law School

Tom Baker, JD is the William Maul Measey Professor of Law and Health Sciences at the University of Pennsylvania, where he is on the faculty of the Carey Law School and the Wharton School. He has organized Penn LDI’s annual Health Insurance Exchange (HIX) conference since 2014. He has conducted research on many topics in the insurance field, including health insurance, property and casualty insurance, the behavioral economics of insurance, and the historical development of insurance ideas and institutions. 

Baker's health law and policy work includes The Medical Malpractice Myth (U.Chicago Press, 2005), Health Insurance, Risk, and Responsibility after the Affordable Care Act, 159 University of Pennsylvania Law Review 1577 (2011), and a series of articles with multiple collaborators (from psychology, economics, and medicine) on the behavioral economics of health insurance choice. His current health policy research is on long-term care insurance. From 1997 to 2008, Baker was the inaugural Connecticut Mutual Professor and Director of the Insurance Law Center at the University of Connecticut. He earned his JD and BA from Harvard University.
