The new 2026-2027 LDI CICADA Scientists are Alon Bergman, PhD; Holly Elser, MD, PhD, MPH; and Jamaji C. Nwanaji-Enwerem, MD, PhD, MPP.

The University of Pennsylvania’s Center for Improving Care Delivery for the Aging (CICADA) has announced three new junior faculty members who are the program’s ninth cohort of CICADA Scholars pursuing pilot research and receiving training and mentorship in health services research (HSR).

Established on the Penn campus within the Leonard Davis Institute of Health Economics (LDI) nine years ago, CICADA was initially funded by a five-year grant from the National Institute on Aging (NIA).

The three new grantees for the 2026-2027 CICADA cohort are:

Alon Bergman, PhD, is an Assistant Professor of Medical Ethics and Health Policy at the Perelman School of Medicine with a secondary appointment in Health Care Management at the Wharton School. His CICADA project is “Hospital Readmission Penalties and the Adoption of Advanced Medical Technologies in the Care of Older Adults.”

Holly Elser, MD, PhD, MPH, Assistant Professor of Neurology at the Perelman School of Medicine. Her CICADA project is “Ambient Temperature and Acute Care Visits Among U.S. Veterans with Neurodegenerative Disease Diagnoses.”

Jamaji C. Nwanaji-Enwerem, MD, PhD, MPP, Health Equity Presidential Assistant Professor of Emergency Medicine at the Perelman School of Medicine. His CICADA project is “Oral Health, Dental Care Access/Utilization, and Epigenetic Aging: Informing Health Care Delivery for Older Adults.”

Penn’s CICADA program focuses on the discipline of health services research and the study of how health care delivery is organized, financed, managed, quality-controlled, and regulated. The essential goal is to recruit, mentor, and develop junior faculty members into accomplished research scientists, a process that begins with pilot research projects undertaken with their mentors.

By training researchers in the priority areas of social, behavioral, and economic research on aging, CICADA aims to increase the number of researchers focused on the health and well-being of older adults.
