Value-Based Payment: Time to Replace or Reform?

Value-based payment models have been health policy orthodoxy since the passage of the Affordable Care Act. But the results are mixed: some have shown promise while others have struggled to deliver meaningful savings or quality gains. Meanwhile, payers’ focus on value has catalyzed a growing group of corporate intermediaries. As the Trump administration sets new health policy priorities, some have argued that the focus on VBP distracts from addressing the true drivers of high health care costs, and that it is time to move on and return to an improved Medicare fee-for-service system. Our experts weighed the pros and cons of VBP and its alternatives.
