In March 2025, University of Pennsylvania Leonard Davis Institute of Health Economics (LDI) Executive Director Rachel M. Werner, MD, PhD briefed staff of the U.S. Senate Committee on Finance and Aging on the impact of federal rules setting minimum standards for staffing for long-term care facilities. Dr. Werner’s presentation highlighted the importance of adequate staffing and the impact of the rule on important metrics such as number of lives saved and jobs created by the new rules.
