Community health centers are an integral part of the safety-net, and like other parts of the health care system, they are asked to improve quality, reduce costs, and improve population health. However, community health centers face unique challenges in the design and implementation of value-based payment programs. Penn LDI held a conversation with experts to examine what constitutes “value” in community health centers and how to design value-based payment models that support them and their critical role in the health care safety-net.
