Policymakers and other experts have called for states to be laboratories of innovation to reduce health care costs, particularly in consolidated markets. While many states are keen to try, there is no playbook for how to do that, leaving many questions about what works, what doesn’t, and what the unintended consequences might be. A panel of experts explored what states are doing and what might be possible to rein in health care costs.
