Hoangmai Pham, MD, MPH

Hoangmai (Mai) H. Pham, MD, MPH, is President and CEO of the Institute for Exceptional Care, a nonprofit organization dedicated to helping people with intellectual and developmental disabilities (IDD) thrive by promoting radical, empathetic inclusion of IDD issues in health care and integration with other social supports.

Dr. Pham is a general internist and national health policy leader. She previously served as Vice President of Provider Alignment Solutions at Anthem Inc., where she was responsible for value-based care initiatives at the nation’s second-largest health insurance company.

Before joining Anthem, Dr. Pham was Chief Innovation Officer at the Centers for Medicare & Medicaid Services (CMS), where she was a founding official and the architect of Medicare’s foundational programs on accountable care organizations and primary care. She also served as Co-Director of Research at the Center for Studying Health System Change and has published extensively on provider payment policy and its intersections with health disparities, quality performance, provider behavior, and market trends.

She currently serves on several advisory bodies, including the National Advisory Council for the Agency for Healthcare Research and Quality (AHRQ), the Maryland Primary Care Program, and the National Business Group on Health. She was also a member of the Board Executive Committee at the Health Care Transformation Task Force.

Dr. Pham earned her AB from Harvard University, her MD from Temple University, and her MPH from Johns Hopkins University, where she was also a Robert Wood Johnson Clinical Scholar.
