On July 8, 2024, University of Pennsylvania Leonard Davis Institute of Health Economics (LDI) Executive Director Rachel M. Werner, MD, PhD and Director of Research Norma B. Coe, PhD provided an analysis in response to a request for information from Senator Elizabeth Warren on the impact of repealing the Centers for Medicare and Medicaid Services (CMS) minimum staffing rule on patient outcomes. The analysis projects that enforcing CMS’ new rule on minimum staffing levels would save approximately 13,000 lives per year and reduce a number of adverse outcomes for residents.
