In March 2025, LDI Senior Fellow Andy Tan, PhD, MPH testified before the Philadelphia City Council Committees on Public Safety and Public Health and Human Services in support of Bill 250213, which would increase the penalties for retailers who sell electronic smoking devices and unapproved nicotine delivery products to minors. Dr. Tan’s testimony highlighted research on youth access to tobacco and nicotine in Philadelphia and beyond, the benefits of restricting tobacco access through retailer fines, and suggestions for equitable implementation of the bill.
