Scott E. Harrington, PhD is the Alan B. Miller Professor Emeritus of the Health Care Management Department at The Wharton School at the University of Pennsylvania. He is an Adjunct Scholar for health policy at the American Enterprise Institute. A former President of both the American Risk and Insurance Association and the Risk Theory Society, he is a co-editor of the Journal of Risk and Insurance and has published widely on the economics and regulation of insurance. A frequent speaker on insurance markets, regulation, and public policy, Dr. Harrington has conducted research, consulted, or served as an expert for many organizations. He has testified before the U.S. House and Senate and before a variety of U.S. state legislative and administrative committees.
